Minutes of the January 26, 2009 regular meeting were read and accepted.
Motion by Feasby to suspend the rules. Seconded by Speice. Motion carried.
Motion by Speice to adopt ORDINANCE 2009-3; AN ORDINANCE APPROVING, ADOPTING, AND ENACTING AMERICAN LEGAL PUBLISHING'S OHIO BASIC CODE, 2009 EDITION, AS THE CODE OF ORDINANCE FOR THE MUNICIPALITY OF PAYNE, OHIO, AND DECLARING AN EMERGENCY. Seconded by Miller. Motion carried.
Asst. EMS Coordinator Shuherk reported 18 runs in January, 2009. Shuherk also reported the new pagers have been received but have not been placed in service.
Motion by Childs to appoint Keith Wannemacher as a Reserve Patrolman at $11.00 per hour. Seconded by Feasby. Motion carried.
Fire Chief Krouse reported the brakes were not working and on radiator problems with fire truck #53.
Discussion was held on the unpaid garbage bills for Foxbury Apartments.
Mayor Speice reported the Ohio EPA has placed the Village's WPCLF construction loan grant on the project list for the President's Economic Stimulus Package.
Motion by Wobler to transfer $10,000 from the Water Fund into the Capital Projects-Water Line Replacement Fund. Seconded by Miller. Motion carried.
Mayor Speice reported the Ohio EPA has accepted the Village's Effluent Flow Meter Installation Plan for its wastewater treatment lagoon. The Effluent Flow Meter must be installed within 18 months.
Discussion was held on the ball field contract with the Payne Ball Association.
Motion by Schoenauer to pay the bills. Seconded by Speice. Motion carried.
