Council met in regular session with all members present.

Minutes of the February 23, 2009 regular meeting were read and accepted.

Motion by Feasby to suspend the rules.  Seconded by Miller.  Motion carried.

Motion by Miller to adopt RESOLUTION 2009-E; A RESOLUTION AUTHORIZING THE MAYOR OF THE VILLAGE OF PAYNE TO APPLY FOR, ACCEPT, AND ENTER INTO A WATER POLLUTION CONTROL LOAN FUND AGREEMENT FOR CONSTRUCTION OF WASTE WATER FACILITIES; DESIGNATING A DEDICATED REPAYMENT SOURCE FOR THE LOAN, AND DECLARING AN EMERGENCY.  Seconded by Childs.  Motion carried.

Ken Sanders, representing Feller, Finch & Assoc., presented engineering plans to council for the South Main Street water line replacement project.  The Ohio Public Works Issue 2 fund will pay for 80% of the project and the Village will pay for 20% of the project.

Conrad Beck, representing V.S. Beck Insurance Agency, presented the 2009 Property and Liability Insurance proposal at a cost of $22,193.  Beck also presented a proposal for an accident/death/weekly benefit policy for volunteer EMS and Fire and an accidental death policy for Police employees.  Motion by Feasby to accept the Ohio Plan's 2009 Property and Liability Insurance proposal for $22,193 and the Provident's Volunteer EMS/Fire and Police Special Coverage Plan 1 for $1,320.  Seconded by Speice.  Motion carried.

Fire Chief Krouse reported he is contracting with a grant writer to write a grant for new SCBA's.

Krouse also reported a meeting with the Village Fire Committee, Benton and Harrison Township Trustees on March 19, 2009 at 7:00 p.m. to discuss the purchase of a new fire truck.

Motion by Wobler to appoint Lois Wannemacher as a volunteer firefighter.  Seconded by Miller.  Motion carried.

Mayor Speice informed council on the final Engineer's plans for the CSO Retention Pond.

Mayor Speice reported annexation information has been forwarded to the County Engineer to update the village limits map.

Motion by Schoenauer to pay the bills.  Seconded by Feasby.  Motion carried.

Motion by Schoenauer to go into Executive Session to discuss personnel issues.  Seconded by Feasby.  Motion carried.  Executive Session was entered at 8:30 p.m..  Executive Session ended at 8:55 p.m.

Motion by Schoenauer to adjourn.  Seconded by Speice.  Motion carried.
