Council met in Regular Session with all members present.

Minutes of the July 28, 2008 Regular Meeting were read and accepted.

Motion by Wobler to rescind the July 28, 2008 meeting approved motion to change the Zoning Classification of 17.395 acres recently annexed to the Village to A1-Agriculture since the zoning hearing meeting will not be held until August 25, 2008.  Seconded by Feasby.  Motion Carried.

Motion to Suspend the Rules by Miller.  Seconded by Feasby.  Motion carried.

Motion by Schoenauer to adopt RESOLUTION 2008-P; A RESOLUTION AUTHORIZING THE VILLAGE OF PAYNE MAYOR, TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITOL IMPROVEMENT PROGRAM, AND TO EXECUTE CONTRACTS AS REQUIRED, AND DECLARING AN EMERGENCY.  Seconded by Speice.  Motion carried.

Mayor Speice shared Feller & Finch's specifications for the water line replacement from Townline Street to West Street, 4" line - construction and engineering cost- $109,000.  6" line - construction and engineering cost-$116,000.

Mayor Speice reported that Poggemeyer Design Group recommends the Village accept Bowser Morner Associates’ bid of $5,718 for boring dirt samples for the sewage retention pond construction project.

Motion by Miller to authorize the Mayor to enter into an agreement with Bowser Morner Associates to take dirt boring samples in the new sewage retention pond area.  Seconded by Childs.  Motion carried.

Mayor Speice reported that Fessel Jewelers will be donating the plaques and the engraving costs for the recently purchased park benches.

Council discussed the roof leak problems in the Administration Building. Tri-County Roofing states the leakage is coming from the neighboring Denning building.  Mayor Speice called Mike Denning to ask Mr. Denning if he could meet with Council members this evening to discuss the problem.

Motion by Schoenaurer to pay the bills.  Seconded by Feasby.  Motion carried.

Motion by Speice to adjourn.  Seconded by Feasby.  Motion carried.
