Council met in Regular Session with all members present.
Minutes of the August 11, 2008 Regular Meeting were read and accepted.
Bob Lee and Dale Conley, representing the Payne Church of the Nazarene, and Mike and Melanie Forrer were present for the proposed zoning change to A-1 Agricultural of 17.5937 acres. Mr. Lee expressed his concern that the banks of the retention pond be at least 14 feet high to reduce flooding of adjoining property.
Motion by Miller to pass at its first reading, ORDINANCE 2008-10; AN ORDINANCE ACCEPTING THE RECOMMENDATION OF THE PLANNING COMMISSION AS TO THE ZONING OF NEWLY ANNEXED TERRITORY TO THE VILLAGE OF PAYNE, PAULDING COUNTY, OHIO. Seconded by Childs. Motion carried.
Russ Herman was present and informed Council he is running for the County Prosecutor office and presented his qualifications for the position.
Zoning Inspector Sinn gave his monthly report to Council.
Fire Chief Krouse reported problems finding a suitable pond for fire truck pump testing.
Krouse presented Chris Wilcox as a potential volunteer fireman.
Mayor Speice showed Council the plaques to be attached to the donated park benches.
Councilman Speice reported the Wayne Trace Industrial Arts class would be able to build a wood building to store an emergency generator and other items in the rear of the Village Administration Building. The Village will have to supply the building materials.
Mayor Speice informed Council she and the Clerk-Treasurer will be signing the Issue II Grant application for the replacement line between Townline Street and West Street.
Discussion was held on the "No Parking" Ordinance on Dallas Street from Laura Street to South Main Street due to a complaint from a Dallas Street resident.
Mayor Speice will be attending Mayor's Court Training in Columbus on November 7, 2008.
Motion by Schoenauer to make the pay date of the next payroll August 31, 2008 rather than September 2, 2008. Seconded by Childs. Motion carried.
Motion by Schoenauer to pay the bills. Seconded by Miller. Motion carried.
Motion to adjourn by Speice. Seconded by Feasby. Motion carried.
