Council met in regular session with all members present.

Minutes of the September 8, 2008 regular meeting were read and accepted.

EMS Coordinator Bollenbacher reported 136 EMS runs so far in 2008.

Bollenbacher also reported the 2008-2009 Ohio Dept. of Public Safety Grant for the village will be $7,000.

Bollenbacher also reported Josh Anderson has earned his EMT certification.  Motion by Wobler to give Josh Anderson a $100 gas card to partially reimburse him for his gas expenses.  Seconded by Miller. Motion carried.

Zoning Inspector Sinn gave his monthly report to council.

Mayor Speice informed council the village has submitted its 2009 nomination for a $1,300,000 construction loan with Water Pollution Control Loan Fund for the Ohio EPA mandated sewage retention pond.

Motion by Speice to adopt at its third reading ORDINANCE 2008-10; AN ORDINANCE ACCEPTING THE RECOMMENDATION OF THE PLANNING COMMISSION AS TO THE ZONING OF NEWLY ANNEXED TERRITORY TO THE VILLAGE OF PAYNE, PAULDING COUNTY, OHIO.  Seconded by Childs.  Motion carried.

Mayor Speice reported Tri County Roofing revamped their roofing construction to stop the roof leaks.

Councilman Speice reported lumber has been delivered to the Wayne Trace Industrial Arts class for the construction of a storage building and for storage of the emergency generator for the Village Administration building.

Mayor Speice reminded council of the new Police Levy and Utility Increase meeting on October 15, 2008 at 8:00 p.m.

Motion by Feasby to pass at its first reading ORDINANCE 2008-11;  AN ORDINANCE IMPROVING AN UNNAMED, DEDICATED ALLEY IN THE VILLAGE OF PAYNE, PAULDING COUNTY, OHIO TO A STREET AND NAMING SAID STREET AS "RAILROAD STREET".  Seconded by Wobler.  Motion carried.

Motion by Schoenauer to pay the bills.  Seconded by Childs.  Motion carried.

Motion by Feasby to go into Executive Session to discuss personnel issues.  Seconded by Speice.  Motion carried.  Executive Session started at 7:48 p.m.  Executive Session ended at 8:27 p.m.

Motion to adjourn by Speice.  Seconded by Schoenauer. Motion carried.
