Council met in regular session with all members present except Schoenauer.
Minutes of the September 22, 2008 regular meeting were read and accepted.
The village semi-annual Audit Committee Meeting was held on October 8, 2008.
Fire Chief Krouse reported truck #52 is having electrical problems, truck #55 passed its pump test, and truce #53 passed its pump test but had overload problems.
Fire Chief Krouse reported locating a used 1999 KME pumper/tanker for $139,900 in Indianapolis, Indiana. The Fire Committee and the Benton and Harrison Township Trustees will discuss the possible purchase tomorrow night.
EMS Coordinator Bollenbacher reported 145 runs so far in 2008.
Bollenbacher reported 4 new garage doors were purchased and installed.
Discussion was held on directing Solicitor Sponseller to develop an ordinance banning golf cars on village streets.
Motion by Miller to pass at its second reading ORDINANCE 2008-11; AN ORDINANCE IMPROVING AN UNNAMED, DEDICATED ALLEY IN THE VILLAGE OF PAYNE, PAULDING COUNTY, OHIO TO A STREET AND NAME SAID STREET AS "RAILROAD STREET". Seconded by Childs. Motion carried.
Mayor Speice presented to council a revised Employee and Volunteer Physical Form for their review.
Motion by Speice to adopt a policy change to the Payne Personnel Policies Section 1.35.1 Water Superintendent, Street Maintenance, and Police Officers are required to wear uniforms while working, provided by the village. The uniforms can only be worn while working. Seconded by Wobler. Motion carried.
Motion by Feasby to pay the bills. Seconded by Childs. Motion carried.
Motion by Feasby to go into Executive Session to discuss personnel issues. Seconded by Speice. Motion carried. Executive Session was entered at 8:20 p.m. Executive Session was ended at 8:38 p.m.
Motion by Miller to add to the Village Personnel Policies Section f1.27A Retirement/Rehire Policy. Seconded by Feasby. Motion carried.
