Council met in regular session with all members present except Childs.

Minutes of the October 13, 2008 regular meeting were read and accepted.

Motion by Feasby to adopt at its third reading ORDINANCE 2008-11; AN ORDINANCE IMPROVING AN UNNAMED, DEDICATED ALLEY IN THE VILLAGE OF PAYNE, PAULDING COUNTY, OHIO TO A STREET AND NAME SAID STREET AS "RAILROAD STREET".  Seconded by Wobler.  Motion carried.

County Prosecutor Burkhard was present and presented his qualifications for re-election to the County Prosecutor's position.

Andy Head was present and submitted a request to council to have his property, located on the South side of West Street, to be annexed into the village.

Zoning Inspector Sinn gave his monthly report to council.

Mayor Speice reported the 4 park benches purchased with donations will be installed on November 1, 2008 at 9:00 am.  Council volunteers will be appreciated.

Mayor Speice reported Solicitor Sponseller has advised her the village has not been following the Ohio Revised Code 737.22 when appointing village volunteer fireman.  The village will be changing their volunteer fireman appointment procedures.

Motion by Feasby to suspend the rules.  Seconded by Speice.  Motion carried.

Motion by Miller to adopt RESOLUTION 2008-R; A RESOLUTION ADOPTING AN IDENTITY THEFT POLICY AND DECLARING AN EMERGENCY.  Seconded by Wobler.  Motion carried.

Motion by Schoenauer to pay the bills.  Seconded by Wobler.  Motion carried.

Motion to adjourn by Schoenauer.  Seconded by Speice.  Motion carried.
