Council met in regular session with all members present.

Minutes of the October 27, 2008 regular meeting were read and accepted.

Richard Kroeger of the Ohio EPA was present and made a presentation on developing a Drinking Water Source Protection Plan for the village.  Motion by Wobler to establish a Drinking Water Source Protection Plan.  Seconded by Miller.  Motion carried.

Fire Chief Krouse reported the manufacturer of the village Fire Department's SCBA's has gone out of business.  Once the manufacturer's part inventory is depleted the village will need to purchase new SCBA's.  Krouse will be reviewing Federal Grants for possible assistance in purchasing new SCBA's.

EMS Coordinator Bollenbacher reported 157 runs so far in 2008.

Mayor Speice reported the village will receive $116,000 Issue II loan to replace the water line on South Main Street from Townline Street to West Street.  The Village will contribute 20% for the project which is $23,800.

Mayor Speice also reported to the new fire/tornado siren will be located in the bus parking lot at the Payne Elementary School on a pole.  Benton and Harrison Townships contributed $2,000 a piece towards the siren purchase.

Mayor Speice thanked village voters for the passage of the Fire replacement levy and the new Police levy.

Mayor Speice reported the 4 donated park benches have been installed.

Motion by Feasby to suspend the rules.  Seconded by Miller.  Motion carried.

Motion by Wobler to adopt ORDINANCE 2008-12; AN ORDINANCE APPROPRIATING ADDITIONAL FUNDS AND DECLARING AN EMERGENCY.  Seconded by Feasby.  Motion carried.

Motion by Schoenauer to pay the bills.  Seconded by Miller.  Motion carried.

Motion by Feasby to appoint Vicki Burley Clerk of Mayor's Court at $6.00 per hour effective November 10, 2008.  Seconded by Speice.  Motion carried.
