Council met in regular session with all members present except Schoenauer.
Council President Speice presided in the absence of Mayor Speice.
Minutes of the November 10, 2008 regular meeting were read and accepted.
Motion by Miller to suspend the rules. Seconded by Childs. Motion carried.
Motion by Feasby to adopt RESOLUTION 2008-T; ON THE 24TH DAY OF NOVEMBER, THE VILLAGE OF PAYNE, PAULDING COUNTY, ENACTED LEGISLATION, FOR THE WELLHEAD PROTECTION PLAN, AND DECLARING AN EMERGENCY. Seconded by Wobler. Motion carried.
Discussion was held on hiring Keith Wannemacher as a reserve patrolman. Since the Police Department has a full reserve patrolman roster and the cost to add another would be expensive, council decided to wait to hire Wannemacher when one of the current reserve patrolman would quit the village's employment.
Council President Speice reported Harrison Township gave permission to the EMS Billing Clerk to attend ABC#3 Conference in 2009.
Motion by Childs to add a street light on West Street near the Andy Head property. Seconded by Miller. Motion carried.

Motion by Miller to adopt RESOLUTION 2008-U; A RESOLUTION AUTHORIZING THE MAYOR OF THE VILLAGE OF PAYNE, OHIO TO ENTER INTO AN AGREEMENT WITH WAYNE TRACE SCHOOL SYSTEM OF PAULDING COUNTY, OHIO FOR THE PLACEMENT OF A SIREN BY VILLAGE OF PAYNE, OHIO ON SAID SCHOOL PROPERTY TO BE USED AS AN ADVANCE WARNING DEVICE IN CASE OF FUTURE EMERGENCIES AFFECTING THE VILLAGE AND ITS SURROUNDING AREA, AND DECLARING AN EMERGENCY. Seconded by Wobler. Motion carried.
Council President Speice reported new Mayor's Court Clerk Vicki Burley will be attending Court Clerk Forms Training on December 12, 2008.
Discussion was held on the continuing roof leak problems on the administration building despite recent repairs by Tri County Roofing.
Motion by Wobler to pay the bills. Seconded by Feasby. Motion carried.
