No one attended the Zoning Hearing concerning the change in zoning classification of 17.395 acres to A-1 Agricultural.  Motion by Childs to make the zoning classification change.  Seconded by Feasby.  Motion carried.

Council met in Regular Session with all members present except Schoenauer.

Minutes of the July 14, 2008 Regular Meeting were read and accepted.

Motion by Childs to Suspend the Rules.  Seconded by Speice.  Motion carried.

Motion by Childs to adopt RESOLUTION 2008-N; A RESOLUTION DECLARING IT NECESSARY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION FOR THE OPERATION OF THE FIRE DEPARTMENT.  Seconded by Wobler.  Motion carried.

Motion by Feasby to Suspend the Rules.  Seconded by Miller. Motion carried.

Motion by Speice to adopt RESOLUTION 2008-O; A RESOLUTION AUTHORIZING THE APPOINTMENT OF THE PAULDING COUNTY ECONOMIC DEVELOPMENT DIRECTOR AS THE HOUSING OFFICER FOR ALL COMMUNITY REINVESTMENT AREAS CREATED BY THE VILLAGE OF PAYNE, OHIO, AND DECLARING THE SAME AN EMERGENCY.  Seconded by Childs.
Motion carried.

A Village resident was present and expressed concerns about the poor condition of the Village sidewalks.  Also, a request for the establishment of a "Farmers Market" at the Village Park was made.

Andy Zartman expressed concern about a car full of Hispanics that verbally abused his daughter on a Village street on July 16, 2008.

Zoning Inspector Sinn gave his monthly report to Council.

Motion by Feasby to pay the bills.  Seconded by Speice.  Motion carried.

Motion by Childs to adjourn.  Seconded by Speice.  Motion carried.
